CCB Startup Pauses (Doc ID 1337080.1)

When starting up the CCB application deployed on Weblogic Application Server the startup ends successfully however during the startup process a several minutes pause is encountered without any apparent reason. No error messages are encountered, only a pause in the startup sequence.
