Switching Privilege Error After Applying Language Pack

When attempting to execute switching steps after applying the Spanish Language pack, the nms1 user gets a permission error in the client log

[pool-2-thread-7] WARN com.splwg.oms.client.login.LoginHelper: javax.naming.AuthenticationException [Root exception is java.lang.SecurityException: User: nms1, failed to be authenticated.]

 and the following dialog appears:


The user is not able to execute the switching plan because of this.

This can be resolved by adding the following line to the USER_PERMISSIONS table:

insert into user_permissions values ('100', 'Operaciones Completas', 'ALL');

From the env_access.xlf file provided in the Spanish translation pack, it does appear that the nms1 user should have ENV_ACCESS to the Full Operations (Operations Completas) environment.

This occurred on a new NMS implementation with the Spanish or Portuguese translated language pack installed.
