MSONWL64.EXE Is Consuming All Memory On System And Then Plan Fails with Signal 9 (Doc ID 1342195.1)

Goal

How can we resolve the error reported in the Memory based planner?
It normally plans with about 5 GB of memory and now is consuming all memory, then failing.  This is causing instance to stop working.
