RAC Support for PublicBRMfetchInvoiceXMLService And Pin_inv_doc_gen (Doc ID 1343324.1)

Symptoms

Together with BI Publisher, 2 BRM utilities were installed:
- PublicBRMfetchInvoiceXMLService (fetchInvoiceXMLPort)
- pin_inv_doc_gen

Both have a text config file (infranet.properties) in which database (DB) host has to be added. The need is to have RAC support, but those config files only supports 1 host (in our case, RAC has 2 VIPs/VHosts).
