PIN_AMT -B JOB_ID:BATCH_ID DOES NOT WORK FOR FAILED JOBS

pin_amt -b job_id:batch_id option of AMT application does not work for failed jobs which failed because of some issue and needs to be reprocessed. As per the 7.4 Documentaion, this option is used to re-process failed AMT jobs. It should change the status from FAILED to NOT_PROCESSED so that AMT controller is able t re-process the same AMT job.
