Order Creation Issue In OSM - java.sql.SQLException: ORA-20001: Order satisfied no rule. Cannot start process. order id = 25603. Cannot start flow.

When a new order is created in OSM bythe  omsadmin, it gives the error as "ORA-20001: Order satisfied no rule." and cannot start the work flow. The order moves into accepted state and hangs there.
