CCSCD1=CHG Provisioning Interface (PI) Command Does Not Generate an EDR when Changing the MSISDN (Doc ID 1344734.1)

Symptoms

When using the following PI command to change the MSISDN, no EDR is generated:
CCSCD1=CHG:MSISDN=xxxxxxxxxx,NEW_MSISDN=yyyyyyyyyy
Note: this command could be run using any of the available methods as described in the User Guide (PIbatch, PI Test Screen, "client" connection)
This would hold true for the same command in the various different formats that the PI supports (ie. XML or SOAP)
