Bill Segment Freeze/Cancel Algorithms Are Not Being Executed by Batch Billing

Testing has shown that the Customer Class - Bill Segment Freeze/Cancel algorithm is not called during batch billing if the following are true:
- the bill segment in question is clean and doesn't have any errors
- the associated bill cycle has it's freeze and complete switch set to true
- the installation options / bill segment freeze option is set to 'freeze at will'
If these are all true, the bill segment is created in the frozen state and the customer class / bseg freeze algorithm is NOT executed.
