Cannot Save Rate Data in Oracle Rate Manager (Doc ID 134600.1)

In Oracle Rate Manager, you cannot save rate data.  Clicking the "Apply" button does nothing.  The red text does not change to blue.  Nothing new is written to the OFSA_IRC_RATE_HIST table.

You do not get an error message.
You are logged into Rate Manager as the OFSA database owner.
