Cannot Create or Edit PFT, FTP, or ALM Rules After Installing OFSAA Service Pack (Doc ID 1346215.1)

Symptoms

In Oracle Financial Services Profitability Management (PFT), Funds Transfer Pricing (FTP), and Asset Liability Management (ALM), after installing a new OFSAA Service Pack, you cannot create or edit any Allocations, FTP Processes or ALM Processes or Rules.  The Add and Edit buttons in all PFT, FTP, and ALM screens are disabled or greyed out.  You have had this issue since installing the new Service Pack.

The OFSAA users do not have any PFT, ALM and FTP Auditor roles assigned to their user in Security Management.  They should have more than "read only" privileges.

If you try clearing the Tomcat / Weblogic / Websphere cache, the issue is not resolved.  In some cases, the issue becomes worse as the links for Profitability Management, Asset | Liability Management or Funds Transfer Pricing disappear.

Steps to Reproduce: (in Profitability Management)
  1. Go to Profitability Management
  2. Go to Rule Specification > Allocation Specification
In the main summary screen, you cannot select the Add and Edit buttons.  They are disabled.
