Late Supplies Being Pegged To Sales Orders Due Earlier in the Plan (Unconstrained Plan)

Symptoms
You are running an unconstrained plan. You observe that the late supplies (planned orders) are being pegged to Sales orders. In ideal scenario, the planned orders should be created by the engine well in advance to meet the demand.
We have setup the following
1. MSC: Align Component Demand Date with Pegging Date to Null
2. MSC: Use FIFO Pegging - Yes
3. Plan option checked - Peg Supplies by Demand priority
No natural time fence - MRP: Create Time Fence = No
We do have planning time fence checked in the plan options, but the item's time fence is only a few days and these planned orders are far into the future.
