DAUD Message Not Sent In a Significant Time Period After Asp_ack Recieved

The DAUD message to STP PC is sent from the SSU for the first time after 5 seconds from SP_Active_Ack has been received.
SSU does not send any M3UA/SCCP messages back to STP until DAVA is received as a response to DAUD message.
STP marks SSU PC available and sends M3UA/SCCP messages to SSU as soon as the MSG ASP_Active process has been completed, but SSU cannot return M3UA/SCCP messages back to STP because STP PC still marked as unavailable on SSU.
This means 5 seconds downtime for re-establishment, when all SCTP connections are lost to particular SSU or the SSU is being restarted.
