CCB SP/Meter Installation sync requests create multiple Install Events in MDM (Doc ID 1349556.1)

Symptoms

If a Oracle Utilities Customer Care and Billing (CCB) SP/Meter Installation record was previously sync'ed to Oracle Utilities Meter Data Management (MDM) as an Install Event, and that SP/Meter Installation record is later changed (e.g. change the Installation Constant), the subsequent sync request creates a new Install Event in MDM, with the sync request remaining in the error status ("Device cannot be installed at the Service Point as a device is already installed for the Install Date/Time").  The intended output of a changed SP/Meter Installation record that was previously sync'ed to MDM should update the corresponding Install Event, not create a new one.
