TP Process Running Very Slow - Index Not Used (Doc ID 1350629.1)

Symptoms

In Oracle Transfer Pricing (TP) 4.5.39, a TP proces is running slow and may be hanging.  When you run a SQL trace for the performance issue and examine the tkprof output, you can see that the Oracle database optimizer is not using the index on the instrument table and, instead, is doing a full table scan:
