Loop in BILLING when Billable Charge billing uses invalid SQI (Doc ID 1350855.1)

Goal

When generating a bill for an account with a Billable Charge Service Agreement, and Service Quantity provided in the Rate Component is not valid for the SA, the system goes into a continuous loop creating multiple Bill Segments with error. This process will only halt when the maximum threshold for Bill Segment creation is reached.
