Ending the Shift On MDT Does Not Complete the Shift On CDI (Doc ID 1350958.1)

Symptoms

Using the MDT, users can start a shift and put the crew in service, but closing the shift is not being reflected back the CDI.  The MWM CDI still shows the shift as In Service.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a shift in "plan" state.
2. Connect with MDT.
3. With MDT, start the shift and then put the crew in service.
4. All of that is reflected back at the CDI
5. Now, try to finish the shift, MDT exits, but the change is never reflected at CDI nor the crew shift screen.
