OCSB PN - Cannot Start PN Managed Server If SSU Managed Server Is Not Started (Doc ID 1351348.1)

Symptoms

If you start PN managed server before SSU managed server is started, there will be no HBs towards AS and it will be marked as down resulting in all calls to fail.
