OC4J_BI_FORMS Does Not Coming Up After Server Restart

After a non-graceful stop of the applications server, all the opmn components are able to be restarted but OC4J_BI_FORMS.

This prevents users from accessing the TMS Applications.

The log files are capturing the following when attempting to restart the service

Error: Could not connect to the remote server.

Please check if the server is down or the client is using invalid host, ORMI port or password to connect: Connection refused: connect
