Symptoms
Users reporting that circuits assigned to EWO can be assigned to PSR orders as well, regardless of the user's choice for the Service Request Preference: Allow Multiple Open Orders against Circuits.
STEPS:
1. Create an EWO order for an existing In Service circuit;
2. Later create a PSR order for the same circuit;
3. Sometimes the PSR order is allowed to be completed before the EWO, causing data corruption.
