Why OOD rerating is not working when an out-of-order event across the cycle?

Steps to reproduce:
1. Create account - creation date 2011-04-01 10:00:00
2. Rate SMS record via pipeline - record start date 2011-05-01 01:00:32
3. Rate out of order SMS record via pipeline - record start date 2011-04-02 10:00:00
4. Xml file with rerate job was not created
