BRM Plan Transition: Account Level Product Is Not Cancelled (Doc ID 1352043.1)

Symptoms

 A user wants to do a plan transition from Plan 1 to Plan 2. While doing so, the Plan transition is failing.
There is an error thrown in the cm.pinlog

Steps:
=======
1. Create an account with Plan 1 which contains 1 account level deal and 4 service level deals.
2. Do a plan transition to Plan 2 which also contains 1 account level deal and 4 service level deals.
3. The Plan transition fails with the above error.
