Error 'ORA-01031: Insufficient Privileges' When Connecting to OracleXE for a Schema Password Change (Doc ID 1352169.1)

Symptoms

When attempting to login to P6 Professional, the the following error occurs:

Unable to connect to the database. Would you like to configure the database connection now?

When attempting to configure the database connection, the Oracle XE schema passwords are unknown, making a successful database configuration not possible.

Therefore, when attempting to login to SQLPlus to change the schema passwords (ex. sqlplus /@xe as sysdba), the following error occurs:

ORA-01031: Insufficient privileges

or

Bad public user name or password. ORA-12546: TNS:permission denied;
