Why is the MTA Returning Temporary Errors Even Though MailUserStatus is Disabled? (Doc ID 1352724.1)

Goal

One of our MTAs is returning temporary errors even when the user's LDAP record is showing MailUserStatus: disabled.

For example:

root@xyz # telnet mailstore 25
Trying 123.456.789.10...
Connected to mailstore.
Escape character is '^]'.
220 mailstore.host.domain.com -- Server ESMTP (Sun Java(tm) System Messaging Server 6.3-15.01 (built March 21 2011; 32bit))
mail from:User1
250-2.5.0 No HELO/EHLO seen; continuing anyway, xyz.host.domain.com [123.456.789.11].
250 2.5.0 Address Ok.
rcpt to:jdoe@domain.com
451 4.2.1 mailbox temporarily disabled: jdoe@domain.com
quit


After setting USE_PERMANENT_ERROR=1 in the option.dat, a permanent 550 error is returned after the rcpt to: command:

root@xyz # telnet mailstore 25
Trying 123.456.789.10...
Connected to mailstore.
Escape character is '^]'.
