Resource Overload Exceptions Not Generated In Unconstrained ASCP Plan for E1-VCP Integration (Doc ID 1353161.1)

In the ASCP User Guide, it states that Resource Overload exceptions should be generated in Unconstrained ASCP plans.
We have an over capacity of resource LINE7 (resource_id 37482) and not exception is generated.
We have not seen this exception generated in any of the unconstrained plans we have run.
The capacity overload exceeds that specified in the Exception Set (we load data from JDE using the PIP Integration).

Customer looked to see what time window was specified on the exception set equivalent for the Resource Over/Under Load Exceptions.
We cannot find where this can be set. The other equivalent fields for the Exception Set are specified in the Parameters.txt file but there appears to be no entry for the Resource Overload Exceptions time fence. In the EBS Exception Set screen there are 8 time windows that can be specified (see screen shot below) but in the Parameters file there are entries for only 4 of them. The Resource Over/Under do not appear to be defined.
Where can this be defined for the Standard Integration from JDE?
