Inactive Products Not Considered During Rerating (Doc ID 1353575.1)

Symptoms

If product inactivated in the middle of the month, balance becomes zero after re-rating.

Steps to reproduce:
1. Account Hierarchy created with one child and purchased two products with charges of $100 and $0 on June 07, 2011
2. Inactivated offer product($100) on June 15, 2011.
3. On June 30th, subscription charges for inactive product are divided on parent & child($50 for parent and $50 for child)
4. Executed Rerating:
Executed opcode PCM_OP_SUBSCRIPTION_RATE_CHANGE
pin_rerate -process jobs
pin_rerate -process queue
pin_rerate -rerate -l s
pin_rerate -process queue
pin_rerate -process recycle

In this case, prorated amount(June 07to June 15) should be updated for both parent & child account during rerating but amount is getting updated as $0.
