Error: "Unable to locate INI file <Location of PM.ini>..." When Launching Application Under Terminal Server And PM.INI is In User Profile

Unable to launch Project Management when connecting through Remote Desktop due to the application being unable to locate PM.ini placed in user profile (local or roaming) Windows directory.

Receive error:  "Unable to locate INI file <Location of PM.ini>, please make sure a copy of your INI file is in the application directory or in your Windows directory before continuing."

Project Management should be able to locate the PM.ini in the user profile (local or roaming), windows directory (%HOMEDRIVE%\%HOMEPATH%\Windows).
