GPS Related RSRC_POSITION Updates Process Incorrect Timestamp and Cause AutoCompletion Failure and SMAuto Crash (Doc ID 1354915.1)

Symptoms

GPS updates were switched on recently and its become evident that the handling of RSRC_POSITION web service requests is not correct. An example of this was that a RSRC_POSITION was requested with a date and time of 20110815 and 0733. When this was passed to the switch by the RM Gateway this had changed to 20110814 1440, resulting in the van appearing to move back a day. This caused the stop to auto complete with a date of yesterday, before the shift start time and the primary SMAuto crashed.
