Does Pin_bill_accts Rollback Account's Bill When There Is An Error Detected In Event Notification? (Doc ID 1355558.1)

Goal

We are doing customization in fm_act_pols PCM_OP_ACT_POL_EVENT_NOTIFY to capture the cycle forward fee into a custom object. 
We want to ensure that if PCM_OP_ACT_POL_EVENT_NOTIFY fails for any reason, and want the billing for the account to fail accordingly.
However, based on testing, the account's bill was created even though event notification fail for the cycle_event that was generated by pin_bill_accts.

To simulate the problems:
a) Create account with a cycle forward product
b) Load pin_notify with this entry:
301 0 /event/billing/product/fee/cycle/cycle_forward_monthly
c) Change policy fm_act_pol_event_notify.c to force event notification to have error.
d) Run pin_bill_accts, we expect the account's bill fail to create. 
However, we get mixed result, some accounts manage to pass and bill is created.  And some accounts fail for bill creation.  All the accounts have cycle forward fee.
