GRCM 7.8 Date Format Error with Approval Certifications using the Spanish Locale (Doc ID 1356681.1)

Symptoms

GRCM 7.8 with patchsets 1 - 14 installed.

Error when using the Spanish Locale in GRCM. Here are the steps to reproduce the error:

1. Log in to GRCM 7.8 and change the Language to Spanish.

2. Go to any open assessment where this user has to approve

3. Edit the 'Evaluation - <Business Process>

4. Click Enter or 'Guardar'

5. An error happens: An Error has occurred, please try again. If the error continues please contact your system administrator.

6. The Event Viewer has this error:
Oracle GRC Manager Exception
CheckinDocument Error in "CheckinUniversal"
Error in "CheckStellentResponse":
Unable to check in content item '000084' for workflow. The field 'The Due
Date for MA' does not contain a valid date. Unable to parse date
{
}

7. The Content Server has this error:
Event generated by user 'testuser' at host 'localhost'. Content item '0000084'
was not successfully checked in. The field 'The Due Date for MA' does not
contain a valid date. Unable to parse date '17/12/2010'.

The Content Server is expecting the Content Server English-US date format:
M/d/yyyy {h:mm[:ss] {aa}}!mAM,PM

but it is receiving the Espanol localization date format:
dd/MM/yyyy {H:mm[:ss] [zzz}

Changes

New installation of GRCM with Patchsets 1 - 14 installed.
