MRPFDDSR Users Create A Sourcing Rule But Assignment Set Button Is Grey/Not Available (Doc ID 1356793.1)

Goal

In 12.0.6 Master Scheduling/MRP in Test:

When users are creating a brand new Sourcing Rule and save it, they notice the Assignment Set button is greyed out and they expect it to be available.

Is the Assignment Set button supposed to be available when creating a brand new sourcing rule and saving it?

Also, users when trying to assign the sourcing rule to an assignment set, the sourcing rule is not available in the list of values.  How is this resolved?

Steps to Reproduce
===============
1. Purchasing Responsibility --> Supply Base --> Sourcing Rule
2. Enter a Name, Description, Specific Org, Effective Date - From, Type (Transfer From), Org, Allocation %, Rank
3. Save
4. The Assignment Set button is not available
5.  Also Try to assign the newly saved sourcing rule directly in the Assignment Set form, but the sourcing rule does not show up in the list of values
