Deployment Of New NEP From Design Studio Should Be Automatically Available To ASAP (Doc ID 1356831.1)

Symptoms

Currently when you deploy a Network cartridge from Design Studio, you then need to go to the ASAP Server and run asap_utils (option 113) or restart the relevant  NEP to make the change available for use in ASAP. This is an enhancement request to automate this so that a manual step is no longer required.
