Symptoms

Suppose there is a custom directory $PIN_HOME/xxxxx/custom with the pin.conf file copied into it.

Now from this directory if pin_cycle_forward is launched by giving the complete path, i.e.

$PIN_HOME/xxxxx/custom/bin/pin_cycle_forward

the cycle fees is applied twice, when pin_bill_accts is also later executed.

But when only pin_cycle_forward (without a path) is executed, a single cycle fees is applied, even after billing is completed.
