Change Order To Remove Tax Did Not Update Storeroom Log With A CP Transaction. (Doc ID 1358251.1)

### Detailed Problem Statement ###

CP transactions are not logged in the storeroom transaction log when the PO updating status is used to remove the taxes.

This problem is only happening with the UPDATING status when the first revision is created before the receiving has been done in the PO and then the second revision is used to make changes in the line item taxes.If you perform the similar steps using CO module instead of using UPDATING status, you will
see that the CP transaction is created in the storeroom log.

###Steps to Recreate###

Choose a Issued PO.

Change the PO header status to UPDATING.

Make any changes(Ex: desc etc) save and reissue the PO.(Note: You will notice
this problem even if no changes are made at all and you just reissue the PO)

Receive the PO.

Change the PO status to Updating again.

Go to line item and remove the tax. Save.

Reissue the PO.

There will no CP transaction in the storeroom log.
