Symptoms
In an R12.1.3 Instance:
When running either ATP or Planning Data Collections in net change mode, ATP in unavailable. This is the case when the 'Planning ODS Load' is running. When a user tries to perform an ATP Inquiry during this phase of data collections, they will get the following error:
Try ATP again later
This is intended functionality when running data collections in either complete or targeted refresh mode. However, according to the following note:

Why do we get the message 'Try ATP again later'?
It mentions that ATP is never down during Net Change data collections.
