CSR Accounts Created Via Permissioning Center Are Being Billed (Doc ID 1358410.1)

Symptoms

Administrator (CSR) accounts (having access to Apps such as Customer Center, Pricing, etc) created with Permission Center show a value of zero (0) at pay_type field at billinfo_t table. According to BRM documentation, this means undefined payment method, and beside this, they are billed and also consuming BILL_NO from billing sequence number.

As they are accounts for just accessing GUIs and which will never generate charges to bill, it seems like a product BUG.  Please provide a workaround for the meanwhile or a patch.
