BRM Upgrade: New Class Creation Is Failing In Multi_schema (Doc ID 1359668.1)

Symptoms

On : 7.4.0.0.0 version, Upgrade

ACTUAL BEHAVIOR
Class didn't get populated in primary or secondary


EXPECTED BEHAVIOR
Creation of class in all schemas

STEPS
The issue can be reproduced  with the following steps:

1. Create multi_db environment (7.4+PS7) + <>
2. Run pin_deploy create <podl file>

It fails with following error:
