ASCP Creates Planned Orders Pegging To Excess With No Order Modifiers Profile MSC: Enable Group Based Netting (Doc ID 1359942.1)

Oracle Advanced Supply Chain Planning - Version 12.0 and later
Information in this document applies to any platform.
Form:MSCFNSCW.FMB - Planner Workbench

Symptoms

Users are on 12.1.1 CU4 code line and have found an issue that occurs whether a plan is unconstrained or constrained. They do allow negative balances in many organizations by design to trigger cycle counts. What they see in ASCP planning are planned orders for supply that are too high and there is a significant qty pegged to excess. Example:

Item = JMTest
Org = M1
Safety Stock - Hard qty =1
Qty on hand = -14 (negative 14)

In the first daily bucket there is a planned order for qty = 29 when only 15 are needed (Safety Stock = 1 and need to get on hand back to 0). There is forecast demand out in the future and some of the planned order is pegged to those small qty's. However about qty = 13 pegs to excess. There are no order modifiers on the item and the ASL was checked as well as the organization item attributes and there's no order modifiers there either.

We thought we found the problem via BUG 9732545 - ASCP: SUPPLY PEGGING TO EXCESS and had the customer apply one off patch 9891394. However, the problem remains and ASCP is still over planning and pegging the balance of planned orders to excess

STEPS:

  1. Run ECC or Unconstrained plan
  2. Review item supply/demand
  3. see hundreds of examples where over ordering is occurring leading to excess
