"In" Operator Does Not Work At Order Filter

A User hit the  following error when using the "in" operator at the order filter:

<2011-8-16  CST> <Error> <oms> <BEA-000000> <core.logOMSException: An OMS Exception has been thrown. Reason: com.mslv.oms.handler.InternalErrorException: ORA-00909:

Root cause analysis:
select text from om_workgroup_filter
exists (select oid from oi where oid = order_seq_id and ( (lower(rtrim(om_ordinst_value_pkg.get_node_value_like(order_seq_id, 18641,coord_set_id))) in (lower('1','2','3')) )))

Please note that the "IN" expression and "lower" function is not used correctly, it should be
in(lower('1'), lower('2'),lower('3'))
