Symptoms

OCSB Diameter - Only first CER (Capabilities Exchanger Request) is answered.
When a remote server sends CER towards OCSB, only the first CER is answered.
Afterwards watchdog messages are exchanged and also CER is sent as a keep alive, only the first CER from the destination is answered.
