Balance Monitoring Doesn't Include The Cycle Tax Amount In 7.4

Symptoms
Customer is facing an issue with monitor balance in 7.4 where the monitor balance is not created for the tax event. However, the same was working in 7.0.
The balance monitoring is created at account level. During the billing time, the cycle taxes got applied and this amount is not included in the monitor and the tax event is not created in the monitor queue. In 7.0 the cycle taxes are getting included.
Steps to reproduce:
1. Create account
2. Attach the credit limit at account level by configuring balance monitor
3. Run the billing with the taxes configured. It should apply the cycle taxes.
4. Run the pin_monitor_balance. It is not applying only cycle tax amounts.
