What is the Cause and Fix for "Unable to open cache database" errors?

Information in this document applies to any platform.
The Calendar Server is failing to start up correctly. Using start-cal fails to successfully start the enabled calendar services.
We are seeing the below entries in the Calendar Server admin.log.
What is the cause of this error? And, is there anything we can do to correct it?
