FTP Fails to Execute on Linux: Engine Never Connects and No Error is Output (Doc ID 1363616.1)

In Oracle Financial Services Funds Transfer Pricing (FTP) 5.5 on a Linux 5.3 operating system, when you run an FTP process, it ends with a 'Failed' status in the Batch Monitor screen.  If you try to run the FTP process directly on the server, it never executes:

The process never launches.  If the process were to run successfully, you would see the following after the line above:

Connection to the following database was successful: <database name>
Running TP, Process ID: 200042

However, the "Connection" message never appears.

Additionally, there is no log file created in the $FIC_DB_HOME/log/FusionApps directory.

Steps to Reproduce:
  1. Go to Funds Transfer Pricing
  2. Go to FTP Processing > Standard Process
  3. Run an FTP Process
  4. Go to Operations > Batch Monitor
  5. Check the status of the FTP Process
The FTP Process fails.
