Extremely Long Action and Function Queue Run Times

On : Primavera Portfolio Management 7.5 SP1 version (or more recent):

The Action and Function queue takes an unusually long time to process. The queue may appear to be stalled or hung.

Prosight.log file may contain these errors:
1. System.InvalidOperationException: Timeout expired. The timeout period elapsed prior to obtaining a connection from the pool. This may have occurred because all pooled connections were in use and max pool size was reached.
2. Couldn't read request for cloned buffer. System.NullReferenceException: Object reference not set to an instance of an object.

While queueing of actions is expected under heavy loads, normally the Action and Function queue will process actions as they enter the queue without delay.

Due to this issue, Actions and Function calculations are not processing in a timely fashion possibly showing invalid data for hours.
