Federation Issue With Conference Rooms In Instant Messaging (Doc ID 1364860.1)

Symptoms

Unable to get conference room working with federation across jabber and Oracle IM.

Working: Use Case1: Create conference on jabber server and invite IM user into conference.

Not Working : Use Case 2: Create Persistent conference room using Oracle IM and invite jabber user.

1. Connect user1  to jabber server sub1.example.com
2. Connect user2  to IM Server user2@sub2.example.com
3. Exchange chat message with user and file with user. Works fine.
4. Create conference room in IM and invite jabber user user1@sub1.example.com
