Symptoms

We have discovered contradiction in rating usage with start_t exactly equal to bill date (e.g. 1.7.2011 00:00:00).
Usage is applied (and displayed on invoice) to the bill for current period where bucket is already spend, however this usage is consumed from a new bucket related to next bill period.
