Could Not Reserve Record [2 Tries] Keep Trying? (Doc ID 1365424.1)

Two distinct symptoms

1) User1 goes into the workbench and queries item - and scrolls down to see lines appear that are order type = Sales Order

-- User1 does not click release or do anything but scroll down the screen...

User2 goes into the workbench and queries the same item.

-- User2 scrolls down and as soon as they get to part of workbench where the sales order line would appear, they get stuck in a loop of error messages and have to kill the session.

error loop:
Decision window opens with message "Could not reserve record [2 tries]. Keep trying?".  Click yes and same message (except [4 tries], then [6 tries]

If you click on No, error message FRM-40501: ORACLE error: unable to reserve record for update or delete.

If you click on OK, the decision box pops up again Could not reserve record
And the user is hung in a perpetual loop.

Concurrent Workbench exports will hang until the Original Export completes
