Symptoms

On : 12.1.1 version, Memory Based Planner

ACTUAL BEHAVIOR
---------------
After applying patch 11875190:R12.MSC.B
Find the discrete jobs released from ASCP Planner Workbench have start and completion dates set to non-working days.
Start and completion dates are on a holiday.
This discrete job was released from ASCP planner workbench, after applying Patch 11875190

As per update from Dev on Bug 11875190
The bug fix given in the one-off has worked correctly.
This is a new issue. Some demands, which were past due, while correctly
appear on plan start date for netting, are still using the past due date for pegging.
This is causing HLS to push the supplies, which mbp created on plan start
date, to past due date, which then gets pushed to plan launch date, as HLS is
not considering the fact that plan launch date is a non work day in plan
owning org.

EXPECTED BEHAVIOR
-----------------------
Expect discrete jobs released from ASCP Planner Workbench NOT to have start and completion dates on a holiday.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Advanced Supply Chain Planner Responsibility
2. Nav: Supply Chain Plan -> Planners Workbench
3. Release Work Orders
4. Check the Start/Completion dates of the Work Orders
