Unable To Connect To OSM Server Using Administrator On Windows 7 64 Bit

Downloaded the following OSM 7.0.3 document and the win64_11gR2_client.zip (Oracle 11g Client). Installed according to documentation of OSM 7.0.3. Everything installs fine however when we try and login we get the following error:

Provider not found

Please confirm, is the OSM Administrator supported on Windows 7 64 Bit?
