Incorrect Refund for the Cycle Charges After Suspended and Resumed for Accounts Having Non Monthly Plans

Symptoms
When suspending and re-activating the account, the start_t date is correct, but the end_t is wrong. Instead of considering the left out actg_cycle (2 months), it is again considering from beginning 3 months which is wrong.
Here are the steps:
Plan: Quarterly cycle
1. Created an account June 1st, 2011
2. Billwhen changed to 3. and
Billing period is June 1st to Sep. 1st, 2011
Billing cycle is also June 1st to Sep. 1st, 2011
3. Suspended the account on July 15th, 2011 and resumed on July 20th, 2011
Product cycle showing as July 20th, 2011 to Oct. 1st, 2011; which is wrong, it should be July 20th to Sep. 1st, 2011.
