GRCM 7.8 Error Received During MCL Propagation of a Business Process (Doc ID 1367470.1)

On GRCM 7.8 with patchsets 1 - 15 installed.  When attempting to execute MCL Propagation to refresh a Business Process with MCL data the following exception error appeared in the Windows Event log:

Error in SingleProcessUpdateComponents; Error in BPCoverDocuments.pSaveAll; Error in RisksColl.pSaveAll; Error in RisksColl.pSave; CheckinDocument Error in "CheckinUniversal" (ErrorLog.WriteToFile ) COULD NOT WRITE TO FILE (CheckinDocInfo.xml), text to write < Checkin >Errorlog.vb, WriteSystemFile, strFilepath = D:\Program Files\Oracle\GRCManager\log\, strFilename = D:\Program Files\Oracle\GRCManager\log\CheckinDocInfo.xmlThe process cannot access the file 'D:\Program Files\Oracle\GRCManager\log\CheckinDocInfo.xml' because it is being used by another process. in CMSDocument.Checkin: Login=haydenj DocId=001615.
Please check the entire message in Windows Event log.
at SoxNav.MasterComponentUpdate.SingleProcessUpdateComponents(String strProcessDocId)
at SoxNav.BusProcCover.btnRefreshFromMCL_Click(Object sender, EventArgs e)

The issue can be reproduced at will with the following steps:
1. Refresh a business process with MCL data
